An arms shipment leaves a port in Iran for Nigeria. The Department of State Security has lost track of the shipment. But there are rumours that the shipment is being held in Port-Harcourt, in a warehouse owned by some influential Lebanese businessman.
The Department of State Security is concerned; it is too much risk to take action on the basis of a rumour. Besides, the President is walking a diplomatic tight-rope with Beirut already.
